Why the Headline Cap Barely Moved Despite a 13% Rate Rise

Alongside the July rate change, Ofgem also updated its Typical Domestic Consumption Values (TDCV) — the assumed annual usage figures it uses to calculate the "typical household" headline number — lowering them from 2,700 to 2,500 kWh of electricity and from 11,500 to 9,500 kWh of gas, to reflect that households are actually using roughly 7% less electricity and 17% less gas than the previous benchmark (set in 2023). Applied to the new, lower consumption figures, the same higher unit rates produce a cap of £1,663. Applied to the old consumption figures, they would have produced £1,862 — a 13% rise. Both numbers are correct; they simply use different assumed usage.
