Understanding Sales Tax in New York
New York State has a base sales tax rate of 4%, one of the lower state rates in the country. However, local additions โ especially in New York City โ push the combined rate much higher. NYC's 8.875% combined rate is among the highest in the nation. The wide range of local rates across the state means your tax bill varies significantly depending on where you shop.
How New York Sales Tax Works
The 4% state rate applies to most retail purchases. Counties and cities add their own taxes, typically 3-4.5%. In New York City, the breakdown is 4% state + 4.5% city + 0.375% MCTD surcharge = 8.875%. The MCTD surcharge applies to the 12-county metropolitan commuter transportation district, including all five NYC boroughs and surrounding suburban counties. Exemptions in New York
New York offers a notable clothing exemption: clothing and footwear items under $110 each are exempt from both the 4% state tax and NYC's 4.5% city tax, making them effectively tax-free in the city. Groceries (unprepared food) are also exempt. Prescription drugs and most medical items are exempt. New York does not hold sales tax holidays.
